I think homeowners on the actual shore can own part of the beaches, or at least be able to put up signs. The public can just walk between the tide line and water or some crazy rule like that. What is really puzzling is that houses across the road from bay beaches can put up no trespassing signs. I have seen no trespassing signs even on paths to and from a beach. It's all weird and vague.
