Who remembers the old ad "It's 10 o'clock, do you know where your children are?". In Avalon the kids are out on unlighted bikes, no helmets riding in the middle of the street giving the finger to anyone who tries to drive around them. The innocent driver who runs an unseen child over is not at fault, the child's parents and the Avalon Police who allow this mob behavior are to blame.
