To the 2 tweenage girls that laughed as they rode their bikes at 10:30pm Thursday from 21st street. You rode your bikes without lights against a red light, in front of a car that had a green turn arrow. You were lucky we were slowing down to turn or the situation could’ve been a lot different. Parents please invest in lights for your kids bikes and teach them a bike is a vehicle that needs to obey traffic lights and laws.
