The County Library has a problem. You receive an e-mail that your books are ready for pickup. You call for an appointment and get a message that you must check the hours for pickup. The only hours posted are 8 to 4. No one answers the phone therefore no pickup is possible. Yet all of those people are getting paid--to do what?
