Why do people toss out garbage bags on the curb?

Wildwood - Why do people toss out garbage bags on the curb? They park their car across the sidewalk or over a driveway and get mad if the cops ask them to move. Do they do these things where they live? Remember, people actually live here, it's not a circus, it's a community.
