I observed a Wildwood Public Works truck pulled over at Rio Gran

Wildwood - I observed a Wildwood Public Works truck pulled over at Rio Grande and Park Blvd and a red pick up with trash and construction debris in its bed. The driver of the red pick up exited his vehicle and approached the driver side of the public works truck and then returned to the bed of his truck to retrieve the trash bags and construction debris and threw it into the city truck. How is that even allowed?
