How is it possible that the same individuals whose names appear

Wildwood - How is it possible that the same individuals whose names appear in the police reports published in the Herald commit more crimes? Is our legal system so weak that it allows these people to be charged, processed, and then released, to be arrested again and again? Is anyone evaluating these local judges, or do the laws need to be strengthened? How frustrating is this for our cops?
