How does the Wildwood Police expect bicyclers to follow the road

Wildwood - How does the Wildwood Police expect bicyclers to follow the road rules when their own bike officers don't follow them????????????? Saw one riding down the sidewalk and in the wrong direction. He was not in pursuit of anything, just riding. Get your act together, you're suppose to lead by example!
