What is with the cheap looking orange and white plastic barricad

Wildwood Crest - What is with the cheap looking orange and white plastic barricades at Centennial Park? It looks like a construction site! Plus kids are playing on them - they are a lawsuit waiting to happen + look sloppy to the many tourists visiting our town. So surprised at the powers that be thinking this is ok. Do we not have a place to store them? Isn't there a more classy alternative if they are indeed needed?
