Why can't the folks here clean up after their dogs?

Villas - Why can't the folks here clean up after their dogs? Sometimes I have to precede my 3-year-old to the beach with a shovel. The path around Cox Hall is equally disgusting. No such problems in North Cape May or any of the other towns around. It's unsanitary, unhealthy and against the law. The same people also do not leash. I am sure it's only a minority of dog owners doing this! Owning a dog is a pleasure and a privilege. Why not be responsible like the rest of us? Why not enforce the laws, Lower Township?
