Villas - Not talking about pools on the dunes in Avalon, talking about disrupting the natural habitat, putting in grass and watering systems. Need permits for everything, which apparently did not have. What happens when people have plenty of money and think they will just pay the fines and move on. These people are supposed to put everything back to natural, this is what is happening in Avalon all the time. Laws are made for everyone.
