You can blame anyone or everyone, it costs so much money, and every storm takes the sand away. Years ago in the 70s or early eighties there was an article about the Corp of Engineers , the comment was that you will never beat Mother Nature. The ocean right now is taking over, that is why they are trying to combat with jetties and replenishing. In The Carolinas the houses are sitting right on the water, they are losing their beaches. That is why there is no 1st street in Avalon, storms over years took up to 7th away at the inlet to Sea Isle. Hereford Inlet is a whole different situation.
