Why do lifeguards get to store their umbrellas and rescue boards

Stone Harbor - Why do lifeguards get to store their umbrellas and rescue boards in the dunes? We aren't supposed to be going in the dunes for good reason. They are supposed to tell others to stay out, so why are they allowed to do this? You would think that the beach patrol would care more about protecting the people and the town, which includes staying out of the dunes.
