Could you settle a bet between me and my brother?

Stone Harbor - Could you settle a bet between me and my brother? Can a person collect signatures from a public body, say a Zoning Board, for his petition to run for Mayor? My brother says that is ok because he is not getting paid as a Zoning Board Member. I say it is electioneering in a public building and is likely illegal if not at least immoral.
