I see that the police chief is giving away our two Harley Davids

Sea Isle City - I see that the police chief is giving away our two Harley Davidson police cycles for $5,000 for both. What a sweetheart deal for the buyer since each bike lists for over $5,000 (trade-in) on KBB, therefore the city should be looking at over $10,000 instead of the $5,000. What gives here and what gives the chief the power to make these deals in the first place? It's not his property.
