Sea Isle City - I accompanied my autistic grandchild to life-guarded 59th St. beach Sept. 17 when a woman with family and friends encamped 20 yards away, along with her dog. The lifeguard not only did nothing about the dog on the beach but instead was petting it. My grandchild is petrified of dogs and so we had to pack up and leave. Seem rules don't apply to everyone and officials, like lifeguards, simply look the other way.
