The traffic light at the exit 10 northbound exit ramp on the Par

Rio Grande - The traffic light at the exit 10 northbound exit ramp on the Parkway has to be reset. I timed it. The red light is 90 seconds. The green light is six seconds and only lets three cars through before changing. Aren't the cameras there to enhance traffic flow so that when cars are backed up the light stays green when there is no cross traffic? Otherwise, what is the point of those cameras, and how much did we pay for them?
