North Wildwood - I think that they should abolish the county open space tax and let the individual towns in Cape May County, that have open space remaining, charge the open space tax at the local, municipal level. This would allow towns with no open space to reduce their county tax bill. Once abolished at the county level, the individual towns should let the local taxpayer decide if they want an open space tax.
