Instead of welfare, hold the fathers responsible and let family and friends get second and third jobs to pay to raise the child. Why should I work a second job to pay a stranger's mistakes? In both of these instances, these people created their own circumstances. This way, when the girl gets pregnant again or the addict relapses, it will be their own family who pays.
