I understand the benefits of medical marijuana for some to help

North Cape May - I understand the benefits of medical marijuana for some to help with stress and anxiety, but what I don't understand is why don't they just legalize the CBD-type medicines which help with pain management instead of the whole plant to be smoked, which is used for the sole purpose to get you high? To be honest, the odor is very offensive to some people and can still be classified as a drug in which police can arrest and charge you and people can't pass a drug test to hold a job.
