Regarding the current "impasse" between the County animal shelte

Middle Township - Regarding the current "impasse" between the County animal shelter and Middle Township, why does any municipality have to pay for animal shelter services? This is a taxpayer-funded facility that also supplements itself with donations. Could it be that the rate increase is now due to the change in politics in Middle Township after the last election?
