The State could do several things to reduce expenses and get in better financial shape. First, crack down on the underground economy. Many people work under the table and get paid cash to dodge taxes; bar tenders, waiters, etc. are notorious for this. Second, end state funding for beach replenishment. Let the beach towns pay for this themselves. Third, small towns should either pay the State for the police service provided to them (if they don't have their own police force) or be forced to create their own police force.
