Does anyone know why the city won't put benches on the back deck

Cape May - Does anyone know why the city won't put benches on the back deck of the new convention hall ? My husband and I saw the most spectacular sunset from that deck last week. It would have been much more enjoyable if we had a place to sit to view it. I remember that the previous convention hall did have benches. I'm just curious why the city won't try to make this a more desirable spot by adding some comforts. It seems like an awful waste of space
