Cape May - This is addressed to all towns. I was taught this in Catholic school by my 5th grade teacher (a nun). " Can't means won't and won't means will not). Can't tell people to get their dogs off the Promenade or mall. Won't enforce it. Can't get the people to slow down in town. Won't enforce it. How about enforce the laws/rules you have now before changing it because you "Won't" enforce the new changes. I would have no problem telling someone to get their pets off the mall or promenade. All serv animals are to wear a vest that says working animal. Owners have reg cards. I know I have one.
