Who authorized the removal of the old magnasite pipeline and bea

Cape May Point / Rio Grande - Who authorized the removal of the old magnasite pipeline and beachfront construction at Higbee Wildlife Management Area adjacent to Sunset beach? That pipeline was as much a part of the charm and character of Sunset Beach as the concrete ship. It broke the currents and caused the famed pebble piles to wash up, as well as attracted baitfish to make for a great fishing spot. There were even some dunes bulldozed for whatever's going up. This is an outrage! How could this happen?
