Do we need to have a mid-air collision for something to be done

Burleigh - Do we need to have a mid-air collision for something to be done to stop these small aircraft and banner planes flying through Middle Township? It is getting excessive and I surely hope there is a local air-traffic controller monitoring these navigations, as June 26 I witnessed small aircraft flying in a north and south direction and the banner planes flying in an east and west direction, directly over residential homes and 55 plus mobile home parks. Not only is this a dangerous situation, it is highly inconsiderate of the residents.
