Avalon's "business district" struggles because it is TERRIBLE and the last mayor totally handed it over to the developers and realtors. The old charming and independent businesses were booted out in favor of tenants who can pay the ridiculous new rents - mostly realtors and developers (which should have been limited on the main street).
