What is the reason for some police vehicles to be painted almost

Avalon - What is the reason for some police vehicles to be painted almost as a camouflaged car in Middle Twp., the Wildwoods, Stone Harbor, etc.? There was a time when the police would park an unused car on the roadside to help drivers who might have a tendency to speed. Is this practice being used to entrap drivers? If it is, it is disgusting. I thought Avalon would be above this practice. The police are here to aid and help us.
