Avalon - I am not sure what a Wildwood Crest spouter means by an "uncontrolled intersection," but the law is that you must yield to pedestrians at any intersection, whether it has crosswalk markings or not. Pedestrians have a responsibility to stop, look, and listen and then proceed to cross. Common sense and courtesy would also tell them to walk as quickly as possible, put down their phones for a minute, herd their children across, and maybe give a wave of thanks to the drivers who stop.
