We pay plenty in taxes and have seen how nicely organized Stone Harbor's system is. The reason Stone Harbor is more organized is because they have to be. The council members and mayor are from both parties, so there are checks and balances, and if the taxpayers are not happy with government, they vote them out of office. Avalon's self-named group, "Team Avalon," are all of the same party, and have been in power for 20 years.
