Who will explain to us taxpayers how somebody involved in a road

Erma - Who will explain to us taxpayers how somebody involved in a road rage fatality is not even charged until four days have passed, and who was involved in a prior road rage incident? I do have a great understanding of the challenges facing police today, given their short training period, but it would seem any individual caught shooting to death another person should face some penalty.
