Why is it, that Avalon has two jet skis for life-saving purposes

Avalon - Why is it, that Avalon has two jet skis for life-saving purposes? They were both racing back-and-forth in front of the pier one morning disrupting people surfing and likely endangering the lives of a large team of lifeguards swimming off the pier. The efficacy of these devices for life-saving is highly questionable as every stand isn't going to have one and people aren't allowed to generally be very far offshore. Seems like another waste of taxpayer dollars and increases the likelihood that somebody could get hurt.
