Lewes, Del. - Don't blame all the oil woes on the President. I am a Del. River Pilot based out of Lewes. Many, many times, I have seen the tankers tie up at Big Stone in the Del Bay for long periods of time. The brokers and owners of the load are hoping for a slight increase in price of some of the non contract petroleum on ship. Some of the load is already owned by companies also hoping for a large price bump between transit. On the other hand, I have also seen the price drop in transit where they lose as well. It's a global issue.
