Why is SIC the only town to refuse to have suggested time slots

Sea Isle city - Why is SIC the only town to refuse to have suggested time slots for pickleball? Every other town from Ventor to the Villas have designated slots. Every day it is the same set of texts. I can play at 9, no 10 is better for me, I can make it at 9:34, how about this afternoon instead. Old courts or new? Why can’t we play at the old courts, I prefer the new.
