Why doesn't the Lower Township code officer ever follow up on ca

Villas - Why doesn't the Lower Township code officer ever follow up on calls that have been reported to him? Can't he judge that the people he is warning are going to lie to him and never stop what they're doing wrong? It just keeps getting worse and nothing is cleaned up.
