Stone Harbor - I followed SHPW workers in a jeep with a trailer attached on Third Ave. Jan. 22. The trailer was full of trash without a tarp covering it. In 15 blocks, trash blew out and onto the roadway and yards. I counted 18 pieces. Two employees were sitting in the front seat while I blew my horn and no one noticed? I believe training is needed here.
