Avalon - Upset about trash blowing from uncovered construction dumpsters in Avalon? Me too. Code says dumpsters must be closed or covered, but it's not enforced. File a complaint and then maybe the enforcer will do his job. Our taxes are paying for it, so why isn't it happening?
