Avalon has a master plan and has adopted zoning ordinances based on that plan. The Planning / Zoning Board is charged with enforcing the plan and with granting exemptions ( variances) in cases of hardship or necessity. Every applicant has the right to a fair hearing to determine if the plans they submitted qualify for a variance based on hardship or necessity but not on convenience or expediency. If variances are granted for other reasons,we need to re-examine the ordinances and the board.
