The problems with Wildwood Crest Police exist due to a complete breakdown in civilian oversight. The mayor has a responsibility to keep the chief and other administrative officers in check. The mayor was either complicit or ignorant to the problems. Knowing the charm of the ex-chief, I would guess the latter.
