To a North Wildwood spouter about the police: Apparently you don't see everyone removing shopping carts from these stores and basically stealing from these establishments. They shouldn't have removed the shopping cart from the grounds, rules are rules. However, I will say that from experience, there are not "quotas" for tickets with departments, that's an old rumor that was dispelled years ago, so be aware.
