There is nothing wrong with the Parkway/Rt. 109 interchange that following traffic signs does not correct. Ninety nine percent of the time this interchange runs smoothly. But when "yield" signs and 45 mph signs are ignored, things happen. A few tickets is all that's needed. Not a new interchange.
