A "do not enter" sign needs to be installed underneath the "one-way" sign on 83rd Street. Typically, the folks leaving the fishing pier are unaware of the one-way street. We have seen too many close calls with cars turning onto 83rd from 3rd Avenue and cars heading the wrong way.
