Just returned from California where lifeguards actually perform a service rather than blow whistles all day. Less guards protect more people with better resources at less cost to the taxpayer (yes, I ran the numbers; I do it for a living). A few ATVs carrying water safety and medical supplies, radios, binoculars, and a competent and calm demeanor go a long way to maximizing safety and fun. There are no consolidated groups of bathers running into one another and a public that is taught key bits of water safety over time. And yes, it is more quiet.
