I don't know how to break this to the person complaining about a sandbar in the Delaware Bay, but sandbars are a result of currents and tides affecting the bathymetry (bottom features) and not something that government has anything to do with. They come and go, some over weeks, others over years. The barrier islands are just overgrown sandbars that people decided to inhabit. Like everything else in the bay and ocean, it is up to bathers to use due caution.
