I have never seen such an unprofessional dispatching system as there is on the island. Each borough has it's own dispatch system, which partially dispatches its own units, while relying on the county for mutual aid. Mutual aid responses are slow to be dispatched, and often inefficient. ALS (paramedic service) is decent, but severely limited (two, sometimes three medic units for the entire county). True, responses are often quick, but completely against all that the FEMA ICS system recommends for seamless inter-agency operations. The system is horrible, but the responders do their best.
