Stone Harbor is practicing sales prevention. Upon exiting a building Aug. 16 around 8:05 p.m., I looked across the street and watched two meter police give a ticket to a car that was parked outside the painted lines by three feet or so. Curious, I walked across the street and found 90 minutes left on the meter. Did they ever think that the parking resulted from a previous illegal parking effort?
