Regarding the BID/SID: Do the same people run both corps.? If so, why are they separate? Shouldn't the functions of these "special" corporations, which are to increase business and improve services, be handled by the city gov.? Do the businesses paying their "special" tax assessment think they're getting their money's worth? Most of the businesses that I've seen open or move in the last three years have gone under, so I don't see any "improvement." Pacific Ave. is simply seen as being too dangerous. Why not try a police mini-station? There's enough vacant storefronts.
