What exactly are the Wildwood Business Improvement District (BID) and the Special Improvement District (SID)? There's a website with a newsletter from 2012 that lists "new" businesses along Pacific Ave. that aren't there anymore. The BID and SID are listed as private, non-profit "management companies." Who are the individuals that run these? Are they paid? Are they municipal employees with government benefits? What "improvements" have been made on Pacific Ave.? Why isn't Pacific Ave. a thriving business area?
