When addicts commit theft, shoplifting, trespass and burglary, or get caught with small amounts of drugs, they are only held long enough to be given a summons. Then, they are free to commit their likely, daily "boosting." The Herald "wanted" posts tell how many fail to show for court. Yes, it will cause overcrowding for "nonviolent" crimes," but they belong in jail and crime rates in Wildwood and Rio Grande would plummet. Hold them until they get dope sick. Then ask them who their supplier is and check it out while they're being held. Work your way up the dealer ladder. Might even save lives.
