Villas - There is a chime problem next to my friend's house in Avalon too along with a person who sits on the balcony next to the chimes whistling tunelessly. People have no regard or recognition of how socked in like sardines neighborhoods are and that sounds echo and bounce off buildings. He is afraid to tell them and I don't want to meddle. He can't open windows either, not to mention our love life is zilch. Any advice out there?
